CommSecure bags local council contract

Sydney-based online payment developer, CommSecure, has been appointed key supplier of electronic payments systems to 172 metropolitan and rural councils in NSW.

CommSecure managing director, Ray Loyzaga, said the contract could be worth up to $2 million over the next few years.

The Local Government Association of NSW and the Shires Association of NSW selected ASX-listed CommSecure to be the central, endorsed supplier of a full range of payment mechanisms tailored to meet local government requirements including telephone (IVR), Internet (payments, electronic billing and BPAY View), direct debit and over-the-counter payments.

These will be provided via CommSecure’s three main e-business solutions: PaySecure (secure electronic payments), BillSecure (for electronic bill payment and presentment) and DDRSecure (management of direct debit paperwork and transactions).

Eight companies made a bid for the tender, titled Provision of a Local Government Bill Payment Service, which closed in April this year.

CommSecure secured the contract, which runs from September 2003 to August 2005, following successful implementations of payment solutions at several councils in NSW and Queensland, including majors such as Baulkham Hills and Hornsby Shire Councils in Sydney.

Loyzaga said CommSecure’s experience in implementing e-payment services at six other local councils was pivotal to its recent win.

“Our payment products are generic and can be rolled out by a wide range of organisations from a wide range of verticals.” he said. “However, through our experience with other council rollouts, we were able to offer systems tailored specifically for local government that other tenderers couldn’t.”

Eight NSW councils have already committed to implementing new systems under the arrangement and they are expected to be operational by the end of October.

“There are 698 councils in Australia and we plan to take a good proportion of those,” Loyzaga said. “By the end of this year we expect to have signed up around 20 councils as customers.

“Our strategy is to offer the best in technology combined with outsourced 24 x 7 operation and ASP model pricing so our customers can see that we succeed when they succeed. The more people that use the systems selected by our customers, the more our customers save while we receive increased transaction revenue. We can see the market for this approach steadily increasing as e-commerce grows in Australia – that is real e-commerce not the hype of past years.”
